The Governor postponed Florida's Special Session on Congressional Redistricting from April 20-24 to April 28-May 1, 2026 and also expanded the scope of the special session beyond mid-decade redistricting.

While mid-decade redistricting is still the focus of this special session, the expanded agenda will also consider:

  • Artificial Intelligence (A.I). Bill of Rights for Floridians
  • Public records exemption for A.I. investigations
  • Vaccine policies

Restore Voting Rights to Returning Citizens

 The primary issue preventing many returning citizens (ex-felons who did not commit murder or felony sexual offenses) from getting their voting rights restored concerns the fees, fines, or restitution ordered by the judge at sentencing. However, there is hope in the form of two programs sponsored by the Florida Rights Restoration Coalition (FRRC).

 

FRRC Fines & Fees Program

 

This FRRC program provides a process to help returning citizens determine if they have outstanding fines and fees - but many returning citizens don’t about know it! FRRC has already paid off over $30 million in fines and fees in specific counties, including Broward County. By using the FRRC Fines & Fees Program process, returning citizens can find out if they still owe money.

Advisory Opinions

 

The other FRRC program helps returning citizens obtain Advisory Opinions. These are formal legal documents from the Division of Elections that clarify a person’s eligibility to register and vote after a felony conviction. After submitting the request, the state is required to follow up within 14 days if they need additional information and issue a response within 90 days after receiving a complete request.
